요약How do you house the rural poor at a national scale? This question drove one of the most audacious social policies in late-twentieth century Latin America. More Than a Home: Dwelling, Place, and Poverty in Rural Uruguay is a historical, ethnographic, and policy-oriented account of the origins, evolution, and impact of Uruguay's Movement for the Eradication of Unhealthy Rural Housing (MEVIR). Guided by the slogan, "To see it rain from inside without getting wet", MEVIR was founded in 1967 to provide dignified living for rural laborers residing in precarious mud and straw dwellings. A parastatal institution premised on mutual aid construction, MEVIR has since built over 33,000 homes and exists in nearly every small town across Uruguay. A sui generis effort to bring housing policy, urban planning, formal homeownership, and a sense of community to remote areas, MEVIR keeps the rural working poor rooted in places they call home and away from informal settlements on the periphery of cities. In the predominantly urban field of social housing, MEVIR is a rare case of best practices in a rural setting. More Than a Home draws on twenty-two months of fieldwork in Uruguay, including analysis of archival documents on MEVIR's founding, observation of the MEVIR office and MEVIR field sites, and interviews of over forty actors involved in MEVIR throughout its history. Three factors explain MEVIR's sustained effectiveness: a clear objective to serve a specific geographical context, a methodology of policy implementation as a process of social growth, and a sensitivity to the scales and places where it operates. As my travels to all nineteen departments (first-level administrative divisions) of Uruguay with MEVIR technicians illustrate, MEVIR vindicates the power of geographic knowledge.

Mas que un hogar: Vivienda, lugar y pobreza en el Uruguay rural es un relato historico, etnografico y politico de los origenes, evolucion e impacto del Movimiento de Erradicacion de la Insalubridad de la Vivienda Rural (MEVIR), un programa uruguayo. Guiado por el lema "Para ver llover desde dentro sin mojarse", el MEVIR se fundo en 1967 para proporcionar una vida digna a los trabajadores rurales que residian en precarias viviendas de barro y paja. Una institucion paraestatal basada en la construccion por ayuda mutua, MEVIR ha construido desde entonces mas de 33.000 viviendas y esta presente en casi todos los pueblos pequenos a lo largo y ancho del Uruguay. MEVIR ha sido un esfuerzo sui generis para llevar la politica de vivienda, la planificacion urbana, la propiedad formal de la vivienda y un sentido de comunidad a zonas remotas. Dicha institucion mantiene a los trabajadores rurales pobres arraigados en los lugares a los que llaman "hogar" y alejados de los asentamientos informales en la periferia de las ciudades. En el ambito predominantemente urbano de la vivienda social, MEVIR es un caso excepcional de buenas practicas en un entorno rural. Mas que un hogar se basa en veintidos meses de trabajo de campo en Uruguay. Esto incluye el analisis de documentos de archivo sobre la fundacion de MEVIR, la observacion de la oficina de MEVIR y jornadas de campo con personal de la institucion, y entrevistas con mas de cuarenta actores implicados en MEVIR a lo largo de su historia. Tres factores explican la eficacia sostenida de MEVIR: un objetivo claro de servir a un contexto geografico especifico, una metodologia de aplicacion de politicas como proceso de crecimiento social y una sensibilidad hacia las escalas y los lugares en los que opera. Como ilustran mis viajes a los diecinueve departamentos (divisiones administrativas de primer nivel) de Uruguay con tecnicos de MEVIR, MEVIR reivindica el poder del conocimiento geografico.
