요약This dissertation considers how data surveillance and suggestion algorithms, the technologies through which social media platforms shape online publics, change the material conditions for the circulation of content online. It explores how the encounter between data technologies, user deliberation, and web 2.0 design defines the publicity of online content, and shapes the affordances, limitations, and experience of online communication, inadvertently producing negative consequences that cannot be corrected or mitigated, if at all, without adequate transparency. To improve transparency, the dissertation combines data analytics with rhetorical criticism in three case studies, each focusing on a key issue in online communication, specifically misinformation, political polarization, and organized harassment. Each study examines a different participant perspective in the online media environment, specifically users deliberating on a forum, group administrators producing original content, and site moderators adjusting content policies. The studies also involve multiple web platforms and include US and international sites, demonstrating that chronic problems of online public speech are tied to the encounter between deliberative practices, Web 2.0 design, and data technologies, and not to particular topics or subcultures of deliberation. Ultimately, the dissertation argues that this understanding of publicity as the common origin of our contemporary communication challenges is essential to our ability, as users and researchers, to scrutinize the circulation of content and negotiate responsibility for its unintended consequences.
