요약The schemes scholars utilize when attempting to understand intergovernmental relations within the United States (US) are spread among several different disciplines, such as political science, law, and public administration. Paired with this reality is the wide variability of intergovernmental actions that transpire within the three-tiered system of US federalism. Within this system, how do certain institutions and rules help structure intergovernmental relations for local units of government at all possible scales (e.g., local-to-local, local-to-state, and local-to-federal)? Furthermore, how does 'management matter' within this overlapping system of intergovernmental relations?My first paper uses data from a 2013 survey of New York State localities to examine intermunicipal cooperation (IMC) between localities. The survey data is complemented by 20 years (1996-2016) of service-level expenditure figures to ask questions regarding the cost impacts of various forms of IMC. Despite much in the literature stating otherwise, the formalization of cooperative agreements often does not affect costs. Furthermore, formalization may increase service costs in services where quality enhancements are sought.The second paper employs a mixed-methods research design to examine the state-to-local relationship and state preemption. While preemption is driven by state-level partisanship, both qualitative and quantitative results note the additional importance of state-level institutions like legislative professionalism and term limits, which respectfully drive state preemption in negative and positive directions. Lastly, the final paper assesses the federal-to-local relationship by examining local management and capacity for the following four federal grant opportunities: Head Start, Community Development Block Grants (CDBGs), Brownfield Clean-up and Remediation, and Transit Formula Grants. Using a logistic regression predicting local grant-getting abilities, I find that grants are targeted where there is the highest level of need, and larger, more capable localities are more likely to receive grants. These three dissertation papers illustrate the significant impacts that rules, institutions, and management practices have on the system of intergovernmental relations for local governments within the US system of federalism. In addition, my focus on legislative and governmental institutions allows a nuanced examination of how positive intergovernmental relations (IGR) outcomes can be internalized within the public policy process.
