- 요약Latin American protected areas (PAs) are subject to conflicting and overlapping land claims by local landholders and indigenous communities, who reside within them and are disproportionately affected by conservation regulations. Combined, these issues present a challenge for conservation authorities, who must grapple with local resource use and rights when managing PAs. In response, governments have incorporated voluntary Payments for Ecosystem Services (PES) to bolster conservation efforts in PAs. PES/PA policy mixes combine rule- and incentive-based approaches, creating a hybrid governance landscape. This dissertation draws on interviews with conservation authorities, focus group discussions with local landholders, archival research, and construction and analysis of a dataset of enforcement and denouncement records in the study area to analyze how the introduction of Ecuador's Socio Bosque forest conservation payments program affected forests, enforcement dynamics, and landholders' relationship with the state in two northeastern Amazonian provinces.The first chapter asks, what happens to forests and people's perceptions of PES when conservation payments stop? I assess the impacts of a halt in Socio Bosque payments to forests and people in protected Patrimony Forest in Sucumbios province. I show that, on average, without payments, Socio Bosque continued having a protective effect on enrolled forests in more remote areas of Patrimony Forest, but the program stopped having a protective effect on enrolled properties in areas closer to deforestation pressures. The payment suspension also exposed an often-overlooked equity issue in PES design, namely that Socio Bosque contracts didn't give participants the right to a penalty-free exit in the event of the state's nonpayment.Chapter 2 analyzes the impact of Socio Bosque payments on enforcement in PA in Sucumbios and Orellana. I show that traditional enforcement of illegal hunting and logging within PAs in the study area is weak due to a lack of capacity and challenges associated with overlapping and complex land use rights. With the introduction of Socio Bosque, I show how the PES/PA governance approach allows the state to modestly strengthen its enforcement reach by extending the state's reach on enrolled private lands within PAs.Chapter 3 examines how PES in PAs affect landholders' relationship with the state. I show how in Ecuador's Amazonian frontier, landholders in Patrimony Forest viewed Socio Bosque as a recognition of their environmental citizenship; and how, prior to the payment suspension, the introduction of Socio Bosque in Patrimony Forest strengthened locals' trust in conservation authorities.
