요약This qualitative study utilizes the multiple streams framework (MSF) as an analytic tool to provide deeper understanding into the processes of arts education policy formation. Through engaging a pool of candidates known as arts education policy specialists, this research generates keys insights into the larger social and cultural forces which inform the policymaking process, with a particular focus on the role of agenda setting. Through the application of the MSF tool, the study elevates both theoretical and pragmatic obstacles and challenges for arts education in the contemporary education policy landscape.
