- 요약Public organizations are striving to improve performance management systems to produce sufficient and useful information about performance. However, performance information (PI) will not improve performance if it is not actually used to make managerial decisions. Hence, it is essential to investigate how to foster the use of PI by public managers. This study is based on an online survey experiment designed to analyze if co-ethnicity between the provider and user of PI can affect public managers' trust in the information and willingness to use it. The results show White public managers are more likely to use PI provided by a White or Asian person than by a Black one. In addition, the study investigates if how PI is framed - positively or negatively - can affect how it is received and used by public managers. The results show public managers are more likely to trust in and use positively framed PI for managerial decisions. Additionally, the interaction effect between these two independent variables is significant. The findings reveal public managers are susceptible to the effect of co-ethnicity and framing effect when faced with performance information. We discuss the implications of our study and how to mitigate such cognitive biases.
