요약My dissertation research assesses the impact of political constraints on sexual violence by armed actors (state security forces and rebel groups). Approaching sexual violence as a tolerated practice, I argue that institutions, norms, and the search for international legitimacy should constrain the perpetration of sexual violence by these armed actors. In the first article, I examine how the structure of political institutions influences the prevalence of sexual violence by state security forces, arguing that institutions which produce higher accountability will generate higher constraints. I find that states with personalist regimes, weaker horizontal accountability, higher corruption, and less female empowerment are more likely to perpetrate sexual violence. In the second article, I expand on the role of gender. I argue that states with higher gender equality should have security forces that perpetrate sexual violence less often. I find that states with higher gender equality in both their norms and institutions have a lower likelihood of sexual violence, while states with higher female participation in government are no more or less likely to perpetrate sexual violence. In the third article, I examine how rebel engagement in international relations influences their propensity to perpetrate sexual violence. I argue that rebel groups that engage more with other states and the international community should perpetrate less sexual violence as they seek to generate legitimacy. I find rebels that join international organizations perpetrate less sexual violence, while rebels that engage in diplomacy and economic cooperation are no more or less likely to perpetrate sexual violence.
