- 요약In this dissertation I analyze how the outcome of the environmental policies varies across income groups in Mexico. In particular, I focus my analysis in the driving restriction Hoy No Circula. I estimate the effect of the restriction on local pollution across different neighborhood with different average income levels. In addition, I calculate the change in number of vehicles per income level few years after the implementation of the program. The results suggest that the effectiveness of the program in the short run depends on the portion of the vehicle fleet affected by the restriction, which varies drastically across areas in Mexico City. In contrast with this result, the estimations suggest that the restriction could induce a disproportional increase in the number of vehicles in high-income households. Finally, I estimate the effect of an update of the program which banned the use of high pollutant vehicles on Saturday, which are owned mainly by low-income households. The results show an increase in the use of the subway system after the modification of the program was implemented. The results of this research have important policy implications in the context of developing countries. The results of this research highlight the importance of targeting environmental policies that restrict the use of goods or services that differ significantly across income groups in order to get the desired objective.
